Is it (consistently) possible to solve a Slider puzzle when the pieces
are randomly placed, or, does the puzzle have to be jumbled up in a
reverse manner of how it would be solved?

I'm willing to believe that in a 3x3 box you should be able to sort
the puzzle from random.
