The issue you are dealing with is called "faction". Each character has a base
starting faction with all NPC's in Norrath which is based on your race and
sometimes class and religion. I'm sure you already know about conning, so
let's say you want to travel across Tox and go visit Erudin, and perhaps take
the ship there to the big continenet that awaits you to explore. :-)
(Note, this advice applies everywhere, not just your starting area.) Go up
and *at a safe distance, far away* con the guards. If they give you a KOS con,
(either scowling or glaring) then you'll have to improve your faction if you
wish to walk freely among them.

This gives you two good links. One is a list of all the consider messages so
you can understand what your faction is like with the mob. The other is a
link to a list of factions. It's in the beastiary. You can use various
combinations of links in the beastieary from there to figure out which faction
the guards (or whoever) is on, and then use that faction link from above to
figure out how to improve the faction. In the case of the Erudin guards, are
on the faction High Guards of Erudin.

Looking at that page will show you a list of mobs (mostly kobolds) that you
can kill to improve your faction with the guards, along with a few quests you
could attempt to raise it as well.
In the future, for other NPCs, just go from there to the beastiary by zone
list, find the NPC in question, click on the link, and most all of them will
list the faction of the NPC with a link to these pages to show you how you can
raise and lower it.
After you kill a bunch of kobolds, or do the quests, or whatever, just keep
going back and conning those guards from a distance until you get up to at
least "dubious" at which point they won't attack you any more.

Well you shouldn't actually be KOS (kill on sight) with most people in
Erudin, they'll just con dubious to you, meaning that they won't attack
you unprovoked but they won't deal with you or sell to you either. This
means you can wander through there to the docks (avoid any NPCs from the
temples etc - they may take offense to you), where you can grab a boat
to mainland Antonica, specifically the city of Qeynos. Again, I don't
think the guards there actually start out KOS, but I could be wrong -
its a long while since my own Erudite necro left home. In any case there
will be various NPCs that are KOS hanging around, so the easiest way
through the city is to jump off the end of the dock where the boat stops
and swim down the sewer entrance there into the Qeynos catacombs. Check
out a map of the catacombs before you go - look at www.eqatlas.com or
somewhere. This is where the Qeynos necros and Shadowknights hang out,
so you should be OK here - they like evil types (although there are one
or two quest NPCs who will attack you in the tunnels). You can even bank
down there. The tunnels run right through the city out into the Qeynos
newbie area. From there you can head out into Qeynos hills (don't spend
too much time there - wandering druid NPCs etc) and Blackburrow. Killing
gnolls in Blackburrow should improve your faction with the Qeynos folks.
Save any gnoll fangs you get and turn these in to Captain Tillin
upstairs in the Arena in Qeynos, and you'll get more faction. He'll give
you moonstones in return which you can hand in to McNeal Jocub in Fish's
Ale to balance any bad faction hits you get from that.
Because there are NPCs who start out KOS to you in all the places you
need to get through, you may prefer to stay on Odus until you get the
spell 'Gather Shadows' (level 8?), which is a self only invisibility
spell - should help you get around unmolested.
To get to level 8, you'll want to hunt in the Warrens for a bit, since
the newbie garden is likely all green by now.
If you can't be bothered fixing your Qeynos factions, head to Freeport -
they are much more tolerant there, and you should find that you can walk
around pretty much everywhere without doing any faction work. Its a
long, dangerous journey for a level 5, though - the opposite side of the
continent to Qeynos. See if you can get a passing level 29+ druid or
wizard to port you to west commons or North Ro, respectively, then run
from there to Freeport. You may blag a free port if you're polite and
explain your situation, rather than doing '/ooc Need a TP to Qeynos,
plz'. If you end up getting a TP to the druid ring rather than a wizzie
port, make sure you get an invis first, since you may be KOS to the NPC
druids there. If you're on Morell-Thule give me a tell if I'm on
(Elidar/Memnos/Frazzles), and I'll port you.
The Dark Elf city of Neriak is also near Freeport - you aren't KOS there
either, and you can easily fix your faction so the vendors deal with you
by giving red wine to Lokar Tobias in the library. Just watch out going
into the necro guild there - the ghoul guards kill non dark elves on
sight, so you need to invis to undead before you go through the gate.
Above all, if you make it to another city, GET A BIND!!! You don't want
to die and end up back in Paineel with all your stuff on a corpse on the
other side of the world - may be a good idea to put most of your
possessions in the bank before setting out to guard against this
possibility.

First, you obviously realize that you are going to be hated by large number
of NPCs everywhere you go. :-)
So, as others have said: get in the habit of always /conning NPCs before you
get close to them. You can /con by either right-clicking on an NPC, or by
targeting the NPC and then hitting the 'c' key.
If the NPC /cons 'ready to attack' or 'threatening', you are KOS (Kill On
Sight), so stay as far away from them as possible.
Dubious merchants won't do business with you, but won't attack you;
apprehensive, indifferent, or better factions will do business.
(Apprehensive merchants will give you lousy prices; visit indifferent or
better ones when possible.)
Personally, as somebody else already suggested: I would strongly recommend
waiting until at least level 8 before traveling away from home. You get
Gather Shadows (Invisibility) at that level, which will make travel a lot
safer.
(I plan to keep my Necro in Paineel at least till level 12 and Bind
Affinity; being able to bind yourself can also make traveling a lot easier
and safer. Also, the Warrens is one of the more lucrative low level zones
in the game, and I want my character to have a good supply of money, all my
spells, etc. before he heads away from home.)
Until you get your faction up, you'll probably have problems finding
merchants to sell you food and drink; so make sure you have a good supply of
both before you set off on your travels. You can bank at the 'evil' bank
in the Qeynos aqueducts, but from what I've read there are no merchants down
there selling food or drink. (I plan to have a couple of backpacks full of
food and drink in the bank when my characters travel away from Paineel, so I
can stock back up from the bank in the aqueducts.)

Traveling from Paineel to elsewhere:
First, in Toxxulia Forest there are some wandering NPCs that you are KOS to,
so /con anybody you see in there.
In Erudin, you shouldn't be KOS to the guards (but double check just to be
sure!). You will be KOS to some of the other NPCs, so be VERY careful on
your way through Erudin to the docks. You can make it safely as long as
you're careful to stay away from any NPC who /cons 'ready to attack' or
'threatening'; just do NOT forget to stop regularly and /con every NPC you
see before moving.
If you use Invisibility (Gather Shadows), all NPCs will /con indifferent to
you (unless they can see thru invisibility). So if you're invisible, try
not to get close to ANY NPCs in case your invisibility wears off at the
wrong time.
You're 'dubious' to the merchants in Erudin, so you won't be able to do
business with them.
You're probably KOS to the Erudin caster guilds, so stay out of Erudin
Palace. At the top of the big stairs outside the Temple of Quellious, do
NOT use the large teleport gem; that goes into the palace. Instead, use the
smaller teleport gem a little off to the right; that will take you near the
dock area. (That description should make more sense once you're actually
heading through Erudin to the docks.)
From Erudin, the ship will take you to Qeynos; you'll be KOS in the main
part of the city. To get past Qeynos to the zones beyond, you're best bet
is to go through the Qeynos Aqueducts. Alternatively, you could use Gather
Shadows to travel through the city, but invisibility spells sometimes wear
off unexpectedly, so they are NOT a guarantee of safety.
To get through the aqueducts, get a map: it's a real maze down there. There
are some Qeynos guards down there, whom you'll be KOS to, but you should be
able to avoid them (especially if you use a good map that marks the
locations of NPCs). You may also be KOS to other NPCs or monsters in the
aqueducts; just /con everything you see.
Once you get through the aqueducts to outside the Qeynos city walls (but
still in the newbie zone), _immediately_ start /shouting an offer to donate
for a bind. Don't start hunting or exploring before you get one: until you
get a bind, you'll wind up back in Paineel when you die or gate. (If you're
level 12 or better when you make the trip, you can bind yourself anywhere.)
And once you've made it safely to the other side of Qeynos, start killing
lots and lots and lots of gnolls: that will raise your faction with (most)
of the Qeynos guards and with Qeynos merchants. Once your faction with the
guards is at least dubious and with the merchants at least apprehensive,
you'll be able to do business with the merchants, including buying food and
drink.
Warning: some of the Qeynos guards are corrupt, and killing gnolls will NOT
raise your faction with them. I don't know if you'll be KOS to the corrupt
guards or not, so always /con guards even after you've raised your faction
so you can get past the gate guards. Also, there are a lot of other
factions in Qeynos that killing gnolls will not improve, so be extremely
careful at all times in that city.

Just to reemphasize: anytime you're away from Paineel, always /con every NPC
you see; you'll be KOS to many of them, especially in or near the good
aligned cities.
