A mate of mine had a similar problem with his SB16. The problem was that
in order to try and make his machine run faster he had upped the AT-BUS
speed and this seems to screw-up 16 Bit sound cards. Make sure the
setting for your AT-BUS is around 7-8MHz. ie( 1/4 for a 33Mhz
Mother-Board speed.)
My AWE-32 Worked fine first time with no problems so it is not a fault
with DOOM ][ v1.9
I have had my AWE working for 1.7 and 1.7a with no problem for many months.
However, lately, I have had problems. Occasionally when I start DOOMII, I get
no sound effects. To remedy this problem, I run diagnose.exe from my sb16
directory. It always tells me that "no changes were made, no need to update
system files", but once I go back and run DOOMII, I get my sound effects.
I have a simular problems with Links386 Pro.
I am using Windows `95, but am booting to DOS.
Sorry I don't have an answer... but I feel your pain.

I had the same problem with a SB16 compat - seems it was down to a BIOS
problem on the new motherboard I got (a VESA and PCI mix) to solve it -
add
SET DMXOPTION=-op13 to the autoexec.bat
or it might be DMXOPTIONS - apparently the lower case -op13 is
important - well it worked for me - let me know how you do...
