As stated in all authorized advertising, the above is the "Projected Prize

guaranteed by sponsor Loeb Club Plus, is $cad 15,000, so the "It may be
more call to find out" (which was added by Garvin) is, hmm, well,
misleading.

Yes, Spraggett was a world championship candidate, but he eliminated
Andrei Sokolov, who at one point was # 3 in the world, but now at age
31 is largely forgotten. Spraggett also came within a quick-game
playoff of eliminating Artur Yusupov, who is still up there.
Incidentally, the Spraggett-Sokolov quick-games playoff at Saint
John, New Brunswick, 1988 was one of the most exciting moments in my
"career" as an arbiter. With a setup similar to PCA Moscow (see
Chess Life August, page 49), but without the ornamental chess pieces,
the hall was packed with spectators. A couple of hundred or so. The
tension rose as the players found different ways to draw [in one
30-minute game, Spraggett spent half of his time on ONE move], and
then finally burst out when Spraggett won the decider. Maybe the
bigger thrill was a few days later when 700 fans also went screaming
wild when Tal won the World Blitz Championship.
Another sidetrack. In that same Chess Life, page 34, a game is given
between David Yanofsky [sic] and Larry Evans, U.S. Open Championship
1947. Well, it sure wasn't David Janowski (pronounced the same), but
it might have been eight-times Canadian Champion Daniel Abraham
Yanofsky (known as Abe Yanofsky, or as D.A. Yanofsky), who tied for
second in that event in Corpus Christi behind the winner, Kashdan.

Yes, I am the lucky guy who gets to be co-arbiter of the Open section
with Boris Spassky. Spassky is not playing, but he will sign
autographs!
The following is a draft [sorry, I haven't received my copy yet,
snail mail!] of a letter which has recently been sent out to, among
others, all affected entrants:
--------------------------------------
To Whom it May Concern:
Sections and Prizes for the 1994 North Bay Invitational Open,
August 4 - 7:
Ringers and sandbaggers are a grave concern to class players and
to us. We have taken the following measures:
- Players entering a section more than 200 points below their CFC
life title (such as `20 in the 1600-1799 section) may not win a
prize greater than 40% of the actual first prize in the section.
- Continental Chess Association minimum ratings will be in
effect.
- Foreign players without a CFC / USCF / FQE / British or FIDE rating
will be assigned to the "Open" section.
All advance entries who may be affected by these provisions have been
notified.
We hope that you let players in your club / area that we are taking
these measures.[...]
Sincerely,
Ron Smith [...]
------------------------------------
The organizers are also converting other ratings to CFC-equivalent.
I believe that the conversions are: FIDE or FQE: add 50 points to
arrive at equivalent CFC rating. USCF: subtract 50 points. So a
USCF 1825 could enter the 1600-1799 section because his converted
rating would be 1775.
