Can White Win? Yes!

White goes first as default since you did not define.

Black is: FischerR

Here is how it is played out.

6) Qd4 Kb7
7) h3 Qg7
8) Rf1 Kc7
9) Bg6 Rd7
10) Ng5 Qe7
11) Qe3 Kb7
12) Qf4 Rhd8
13) Qf6 Nxg6

Fritz 7 prefers the second line you give continuing with

4... Ne5
5.Bf5 threatening as discovered attack on the queen
Qf8
6.Rd4 so the queen is no longer ties to the defense of the Rd6
Bxf5
7.Rxf5 Rf7
8.Qf2 Rxf5
9.exf5

White will stay at least one pawn up materially as the pawns at g4 and
h4 are too far advanced to be defended. The only real weakness that
White has is a weak back rank; but, after Rd1, Kg1 or both that
weakness will be gone. In order to keep the material balance at just
one pawn down Black will be forced to trade queens. I suppose that
Black could still draw as long as he keeps rooks on the board, but it
is going to be a long and difficult defense,

The white can win because they are more better than the blacks. They
have more techniques in how to play the game well. They have a good
brain about the game.
