UCB = Unassuming Cue Bid, e.g. bidding 3H in this sequence is constructive - a sound raise to 3S.
3S would be preemptive

You already judged that your hand was too strong for 2H.

What has happened to change your mind?

I'm not so sure of that valuation, but having made it you have to stay the course.

The decision to bid 4S depends on the treatment of the 3S bid. With all my regular partners, this is preemptive, maybe something like (Kxxx,xx,xxx,xxxx or Kxx,x,xxxx,xxxxx). In which case, pass is correct. With an advanced/expert partner would you expect a bit more of a subtle bid, e.g. 2H/3H as a cuebid.

For me, this is a clear 3H bid.

Just curious - RHO is a 3rd-seat opener and LHO remained silent and N-S has the boss suit, so why would a preempt be needed?

That is a good point and the preempt has its pros/cons
We were both red at IMPS so 3S puts a lot of pressure on the RHO with a 3 suited 16 count.
However 3S can also highlight a spade shortage and push them into game.

for me 1S is limit to ask part "there exist somme possible barrage in spade"
