It is just called a splinter. I suggest you have a look at a number of
Polish Club versions, as it is very common in those systems.
Some players play it as 10-14 limited, others play it as 10+. The
distribution is usually 31(4)(5) and opener pretty well has a good
idea of what to do. 3NT to play, 4m minorwood, 4 of the short Major no
wasted values and slam invit. Yes, some players invert the s/t and the
fragment.
