The difficulty with this, as you are sure to see, is the 14 plus 8 2NT;
a lot of Sydney people got really good at this contract.

As far as I know this is perfectly legal in ACBL-land.
The range is small enough that one can still use transfers.

This is similar to the "Puppet Stayman" structure that is very
common in the U. S., although mostly used after a 2NT opening.
In Puppet, 2D guarantees a 4 card major, and 2NT denies a 4 card major.

In puppet, (since opener is known to have a 4 card major) 2H SHOWS 4 spades,
2S SHOWS 4 hearts, and 2NT denies a 4 card major.
