Now why don't you address what I ACTUALLY said. 13 US states and territories have a lower percentage of black people than Canada. Does that make them racist states and territories? Does that mean they are taking extraordinary measure to keep out black people?

Neither has Vancouver, unless you want to count one writer in Bloomberg. But Vancouver as SIX TIMES more Asians per capita than Las Vegas. That's a FAR greater disparity than the percentage of black people in Canada than the US. So according to your " risky logic," that means Las Vegas is EXTREMELY racist against Asians. It's undeniable!
