Meatloaf can be frozen before or after cooking. Just depends on
your time arranements. I wrap the loaf, (cool if already baked)
in tight plastic, and then put it in a plastic bag and tie
securely. If it is in a baking dish and you plan to bake it, you
could just wrap meatloaf, dish and all in plastic and then put
in a plastic bag.

I've frozen meatloaf for many years, usually to save preparation time by
making a large batch of mixture and have smaller portions to cook later.
I've found that it's nice to have my pans back and not storing frozen
stuff in them, so before putting meatloaf or any other prepared dish into
the pan, I line it with either aluminum foil (if a non-acid food) or
plastic wrap. Then I form my food in the pan as if it was unlined, and
when finished, cover the top of the food with the same lining material.
Then I freeze the food. When it is frozen, I remove it from the pan and
wrap the frozen block in foil (keeps the flavors you want in and those
you don't want out), write the contents, date, pan used to freeze in, and
any special cooking/thawing instructions on the package. I usually
freeze my meatloaf uncooked, because I like the fresh-cooked taste.
