No, insufficient budgets make the food awful. It's possible to
satisfy the nutritional requirements of the mandates, but not
for the paltry amount of the average American school lunch budget,
which is set locally.
France, as you might suppose, is very interested in the quality
of school lunches. The U.S. just wants to get the job done
as cheaply as possible.
