Because I can't! I get a "403 Forbidden" error, I think because my MacBook Pro is broken! :-(

Anyway, your conjecture presupposes that this business knows John's
I.P.... does John have a fixed or dynamic I.P?

99% of people have a dynamic I.P from their ISP, which means the
company would have to block the entire domain. They're obviously not
going to do that, assuming they even know how. Then the next big
question is WHY would they block his IP? So John can't send them a
message? They could just ignore the message. Your theory requires a
lot of work for little gain, assuming they're trying to block John.

When I had a website there were utilities that kept track of visitors to the site by their IP address. I think I could block IP addresses but I never did. Maybe I couldn't. I can't say because I no longer manage a site. I suppose someone would know.

I often use a VPN to get around geoblocking. Sometimes the IP number
I'm given is blocked by websites because others have been misbehaving
under that number. But John probably doesn't use a VPN.
