There's a chart in the X-stitch FAQ. It does DMC<->Anchor<->Coats.

Substitute chart for DMC colors to Anchor, JP Coats and Susan Bates.
In that about 99% of all charts give DMC colors, it is the original
reference. Other color numbers were gathered from various x-stitch
charts that gave substitute colors for the other manufacturers.
Dual numbers mean that I found different colors being substituted for
the same DMC color in other charts, perhaps because as new colors are
introduced they are closer to the DMC numbers than the ones given
earlier or because another shade worked better in a given instance.
The one thing that became clear while researching this chart is that
once outside the DMC selection, nothing was 'carved in stone'. Some
of the DMC colors do not seem to have matches in one or more of the
other brands. Color names are relative. What might be a dark green
on one chart, could be referred to as medium or even light on another
chart depending on the other colors used. Frequently, it seemed that
because DMC markets more shades than the other companies two close
shades of DMC may be cross referenced to a single shade from another
manufacturer.
This chart is intended only as a starting point if you want to use
other floss with a chart that gives DMC colors. If a given
substitute doesn't look right with the other colors you're using, try
other color, or get the original DMC shade. And if you can fill in
some of the blank spaces, please do so. I tried to avoid typos but
there is no way of proof reading the chart without going through 30
or 40 books and magazines again.. <g>..
