QUESTION: Scrapbooking Software for Niece?

I'm looking for recommendations for digital scrapbooking software,
which I'd like to buy as a gift for my niece's 11th birthday in a
couple weeks.
She's been really getting into digital photography lately, and has
attempted to contruct a few scrapbook-type pages on her computer using
PrintMaster. However, I thought it might be more fun (and easier) for
her to have a program specifically designed for scrapbooking. When I
asked, she seemed pretty excited about the idea.
So my question is: What digital scrapbooking software might be
appropriate for an 11-year-old girl?
She's pretty computer literate, but not very "scrapbook" literate.
Obviously, I don't want to get her the most expensive/complicated
scrapbooking software out there, but I also think she could handle
something beyond the "kiddie" level.
As for money, I'm looking to spend around $30 (plus or minus $10).
I know there's quite a few choices out there, but I'm not sure how to
evaluate them. I don't scrapbook myself, so I thought I'd start with
this group to get a few opinions.
Any thoughts?
