That bill was introduced over a year ago, before Obama was even sworn in,
and it was Bobby Rush who introduced it. It has no co-sponsors and it's
clearly a local politics initiative to deal with the death of a kid on a bus
in Chicago, which raised a local uproar. It took over a year to even make it
to committee. It may never even come *out* of committee, and it surely will
die if it does.
OTOH, if you want to keep feeding the NAGR with your money, I'm sure they'll
periodically make a plea for funds to "fight" this "onerous" bill. Or
they'll write something that says they are. Or something. Maybe.

At Blair Holt's funeral, Rep. Bobby Rush of Illinois (representing the
state's First Congressional district) promised to honor Holt's memory by
introducing a strong gun tracking bill in Congress. One month later, Rep.
Rush introduced Blair Holt's Firearm Licensing and Record of Sale Act to
Congress, but it was referred to a subcommittee and languished there without
ever having been voted upon. On 6 January 2009, Rush introduced essentially
the same bill to Congress again as Blair Holt's Firearm Licensing and Record
of Sale Act of 2009 (H.R. 45).

The bill will continue to languish in Committee in perpetuity.
There are lots of bills such as this that get entered every session
simply to let some small-time Congresscritter brag about it to his
constituents at election time.

Yeah, there you go. Three years, and still no co-sponsors.
The only thing this bill is going to do is to drum up donations for the gun
organizations. They'll drag it up whenever their coffers are getting a
little low.

Exactly. And sometimes it's a personal cause. But they never go anywhere
unless they tap into a popular position, which gun control, particularly a
comprehensive registration scheme, most definitely is not.

I remember all of the gun nutz wailing over this when Obama was elected.
My comment at the time that the chances of this passing were slim and none
with the emphasis on the latter.

The bill's covered with shit and nobody's ever going to touch it. Nobody.
As we've said, there's no way this bill is going to pass. The only thing
it's going to do is to suck up some donations to the NAGR from people who
aren't paying attention.

I would like to question the honesty and integrity of an organization
that cries wolf and demands emergency donations, essentially, under
false pretenses.

In other words, your response had nothing to do with the discussion, but you
thought you'd try to slip in some comment about earmarks that was unrelated
to H.R. 45.
So you don't consider that bill to be one that "rapes the Constitution,"
because it doesn't have any earmarks. Right?
