Cliff should know better, the Arbor Society should know better, and
the USDA should know better.
The USDA climate zones are based on the minimum average temperature
over what period of time?
NWS settled on 30 year moving averages. The USDA seems to have no
standard.
Furthermore, allowing the Arbor Society to run what appears to be one
year "averages" and displaying it as if it were a USDA map series is
disingenuous.
Folks, this is NOT science, and Cliff, you continue to do a disservice
to the readers of these news groups.

The USDA first issued its standardized hardiness zone map in 1960, and
revised it in 1965. A new map was issued in 1990, based on U.S. and
Canadian data from 1974 through 1986 (and 1971-1984 for Mexico). While
the 1990-issue map utilized approximately double the number of
stations, it also divided the temperature zones into five-degree a/b
zones for greater accuracy.
(***)This revised map showed many areas to be suddenly colder than the
1960 map, due largely to a number of severely colder winters in the
central and eastern U.S. in the 1974-1986 data-gathering period as
opposed to the mid-20th century data-sampling period used in the 1960

area of winter hardiness for the plants of agriculture and our natural
landscape. This was revised to introduce zone 11, representing areas

In the last 30 years the orange/Citrus crop has moved more south-east in
Florida to get out of the freeze that kills the fruit trees. There was
huge groves in Orlando and now they are gone.
Look up the 1986-1989 freezes that killed entire groves.

Tell me how heat bands extend from the south west to the north east.
Weather doesn't go that way - wind, fronts or otherwise.
There are to many missing data where no change occurred .
One would expect a similar zone that is simply deeper in the center
of the country than before.
