Does anyone know whether lapis lazuli is heat sensitive? What I really need
to know is whether it's ok to heat it to the temp necessary to get dop wax to
stick, or whether I should use cold dopping instead.

Thanks in advance...

You can hot dop lapis. You can develop black surface spots if you
really push on diamond polishing. But these too can be resanded out.

It is okay to heat it. A good general rule for any stone is to get the
stone no hotter than you can hold with your fingers.
