It looks to me like that book is for decorative painting on glass
items...with plasticized paints, sort of like the kind you would use on
T shirts etc. These can be peeled/scraped off.

If that's what you want, go for it.
If you are looking for a book on "glass painting" that is permanent for
incorporation into a stained glass panel, this book will be of no help
to you.
