The person who told me Bolivia got back to me and said
it wasn't legal, just unenforced. The same appears to
be true for Sweden and some other western European
countries.
So far I have confirmed New Zealand and Peru. But neither
is a place I'd choose to live.

Not really. And it's definitely very illegal everywhere in the US, ever
since the resistance to that 1791 excise tax.
You _can_ distill fuel alcohol but there are all sorts of requirements
on how long it can sit before being denatured and how it has to be denatured.
Write your congressman and complain.

gets cold in Holland.
Interestingly, though, we're starting to see an increasing number of
small-scale legal distilleries both in Virginia and West Virginia.
Thumbs up on both the Copper Fox rye and the Smooth Ambler "White Whiskey."

I spent a month in New Zealand in July-August of 2001 - Auckland,
New Plymouth, Palmerston North, Wellington, Nelson, Kaikoura, and
Christchurch. We loved Christchurch. As long as you stay near
the coast and don't go too far south, it's like a mild South Carolina
winter.

Since September 2010 the GPS co-ordinates for Christchurch have been
changing on just about a daily basis. They've been having "muchos
terramotos". It used to be very pretty before it all started to fall down
though....
