Countries where Shine is either legal or tolerated

I have long believed that volcanic islands of New Zealand
were the only places you could distill-your-own. Today I
read a summary on Wikipedia that says different. See

I am not suggesting the above information is correct. At
best it is a good place to start. Also note that many of
the places where it is legal or tolerated are not places
known for moderate to high income production or for being
hospitable to Gringos.

Looks mostly correct, but there are a few places missing like Holland
where licenses seem fairly easy to obtain.
