Is there a difference between European Bittering Units and
International Bittering Units? If so, what is the conversion?

From the data dictionary included with my brewer's unit converter software:

"EBU, European Bittering Unit
A measure of hop bitterness. A European Bittering Unit is equal to 1
milligram per liter of hop iso-alpha acid dissolved in wort or beer. This
is identical to the International Bittering Unit (see IBU), and is actually
an earlier term the was used prior to world-wide acceptance of the measure.
In some areas, most notably Great Britain, the term EBU is still used.
