Tom,
Chip Dodd has not answered the APS questions, but I note in the auction
catalog that Coogle and Miller remain "consultants" to Keystone, whatever
that means.
However, if a complaint against Keystone comes in, I'll take Dodd at face
value and treat it as addressed to him.

Sorry, folks. I hit the wrong button and could not retrieve my reply
intended for Tom Droege personally. To clarify the mystery, the former
proprietors of Keystone (until very recently), Bob Miller and David Coogle
(formerly David Zelenak), have been expelled from APS, Coogle after a
federal conviction on stamp-related mail fraud charges, Miller for having
cancels removed from expensive 19th century stamps ($20 State Department
officials) that subsequently were offered for sale by Coogle as unused.
APS cannot help people who have complaints against non-members, so earlier
this year we had to reject a complaint from a Keystone customer.
This was a case I investigated and reported in Linn's two years ago.
The new owner, Chip Dodd, wrote in the current catalog that Coogle and
Miller are still consultants to Keystone. I don't know what that means,
but as long as Dodd is the responsible party, Keystone customers should
now enjoy the protection they expect.
This does underscore the reason why collectors should be sure that the
dealers they patronize are APS members.
Unlike Linn's Stamp News, which denies advertising privileges to dealers
who abuse their customers, the on-line commercial philatelic advertising
services do not have established procedures to screen out the bad guys.
This aspect of Internet activity would benefit from thoughtful
consideration, before people are hurt and left without recourse.

Perhaps my newsreader missed something on this post, but I'm confused.
Weren't two gentlemen by those names expelled from the APS last year?
