He operates as "negromurs" using an address in Spain.
There are lots of complaints about him, from German victims.
Ebay/Paypal prefer to do business with him, and so far have not refunded the
money, even though he has resold his garbage!!
It does seem a bit extreme to complain and claim he is a fraudster, as
he is shown as a Powerseller with 98.6% positive feedback !
Looks like it was just a misunderstanding of the type of material being
offered.

If so, call them up and dispute the charge, let them know you have returned
the package and have proof that you have done so.
If you didn't then you'll know that next time you use Paypal, always fund
with your credit card.

Their "default" setting is always to take it out of your bank account.
Well, that is if you don't have existing funds on-account with them. I
never do ... if I get a payment via Paypal, I transfer it pretty quickly
into my bank.
I understand why they PREFER to use your bank account first ... no fees for
them to pay to CC companies, no risk of charge-back from the card ... but I
think MOST would prefer to default to CC. I've screwed up only twice (over
many years) where I actually paid via bank account, simply because I went
too quickly and forgot the manual step of specifying otherwise.
Fortunately, these were for small amounts, so I wasn't as bothered.
They do make it sound like there are BIG advantages to paying with your bank
account. This as they try and talk you out of switching to credit. I
wonder if some people believe them?

1. Make sure your Paypal account is empty. Easy way to do this is either
send the money to your bank account or, if you need a balance left, send it
to an email address you have that is not tied to Paypal ( you can then
cancel the sent money once you've made the payment ).
2. When making the payment click on "other payment options" or whatever the
link says. That way you will be using your CC to make the payment.
3. If the shipment does not arrive you have full coverage under your credit
card terms - nothing to do with Paypal.
