I am afraid this usenet ng is quite dead with nearly zero messages nowadays.

I would need a documented explanation for this postage due 43 gold
centimes tax (0,43 gold francs) to 14 US-cents in 1960. What was the
official postal rate (US§ - Gold franc) ?

Many ISP's do not support newsgroups anymore. I use NNTP AIOE ORG as my
newsgroup account.

I am not at all a specialist of this kind of thing.
But perhaps could it be possible to read 0,93 instead of 0,43 ?
In any case these figures have been written by a French. If it was by an
American, the writing would be .93 or .43.

So does Bruno !

Personnally, my ISP still supports newsgroups and I am quite happy of
this.

The absence of support by many ISP's to newsgroups is not really very
new and a lot of other factors explain that there are less and less
messages in these kind of Usenet newsgroups.

One of them beeing that it is not possible to attach an image to a
message. This was undestandable years ago when everyone had a low speed
connection. Now nearly everybody is able to transmit in ADSL or
equivalent thus the limitation on messages sizes is quite frustrating.

I believe some alt. newsgroups allow attaching messages, but there seems
to be even less activity in these groups. I see one message in
alt.collecting.stamps.

No, Pierre, it's definitely 0,43 (or .43) gold francs of the UPU system.
I discussed recently about another cover (1961) with 12 cents postage
due stamps and a 37 gold centimes UPU tax due mention. The proportion is
the same : 12 / 37 = 14 / 43

0,43 Gold-F as equivalent to 14 cents, that makes 0.326 US$ for a
(postal) gold franc. I was just wondering if there was anything official
within US postal service about that figure.

And yes, the UPU tax due value in gold francs should be written by the
departure postal authority.

10 gold centimes until April 30, 1940
08 gold centimes until August 31, 1948
07 gold centimes until September 30, 1950
05 gold centimes starting October 01, 1950

MOROCCO (Maroc) AUG (Aout) 1939

9 francs = 1 franc d'or

ALGERIA (Algerie) AUG (Aout) 1944

16 francs = 1 franc d'or

FRANCE JUNE (Juin) 1947

40 francs = 1 franc d'or

FRANCE AUGUST (Aout) 1948

72 Francs = 1 Franc d'or

USA JUNE (Juin) 1949

$0.20 US = 1 franc d'or
