If you must take action, start by writing email to the person in question
explaining that you're offended and asking them to cease the off topic
posts.
This is liable to net you a response consisting of either an email bounce or
a tirade of the vulgarest language you've ever seen, don't be surprised
when
that happens.
Next, write to the system administrator at that user's site.
"postmaster@<name.of.site>" should get it there. Depending on the sysadmin,
this will get you a coarse reply, a terse "Free speech forever!" reply, be
ignored completely, or maybe there's even a very slim possibility that some
action will actually be taken.
Again, my advice is to roll with the punches. It's about all you can
realistically do, and IMHO getting in a flame war is not worth it.
