Placing rare coins into circulation on purpose is a time-honored publicity
stunt, particularly in cities where there is a big coin convention about to
occur. The proponents figure that the value of the coins is just part of
the advance publicity and advertising cost. For the author to even suggest
that failure of these coins to surface means that "countless" big coins are
floating around out there, ready to be plucked from circulation by a
sharp-eyed collector, is pure hogwash. The idea of "countless" rare coins
being in circulation at any one time is a complete myth, you name the era.
I can personally corroborate this claim back as far as 1954 when I started
sifting through coins.
