Is this date altered on the coin?

I was going to bid on this coin but am a beginner and the date looks a
little strange or may be this is the way they were minted.

On your posting below.

This is a coin that is not slab and graded by ANACS or PCGS. I compared the
image of the coin on EBAY with the one shown on "coinfacts.com" web link
below.

I am no expert, but I think it may be a counterfeit coin. The stars, the
date, the position of the year (1831) looks off. The three in the year
is distorted.

The "3" is certainly damaged and so is the cap. Look in your Redbook and
read about the conditions and see if you think the clasp and surrounding
curl is fairly sharp. Then see what you would grade it and knock off at
least 1/3 for the damage.

Looks damaged, and damage to a date or mint mark area always makes it
hard to resell, because everyone will ask the same question...
