Hunter 25.5 Stability

I have an '85 Hunter 25.5, Deep Keel,which I have owned about 5 years. At
dockside or at anchor, it is somewhat "tippy" when anyone moves about on
the boat. Hunter Marine says it is aware of this but offers no
modifications or solutions. I'm not concerned about initial tenderness
sailing, as the boat sails well, though I do not want to
unduly affect performance by modifications.
Has anyone done any modifications to a Hunter 25.5, such as
adding ballast or keel modifications, to add stability to the boat
at rest?

you have when you are at rest. Moreover it would kill performance.
I feel the only solution is a bigger/wider/more displacing boat.

Try putting out a flopper stopper midships, it will certainly help. If
you feel the need you could try one on both sides. This will only work
at anchor and not in the slip. The type of flopper stopper to use is
available at West Marine for approx. $80.00.
