Anyone know of outfits which charter in those areas?

Sunsail/Stardust: http://www.sunyachts.com/
http://www.sunyachts.com/CADRESUS/Index3US.html seems to be the actual
frame for PR -- might not come up by itself.

http://www.boatznyachtz.com seems to be there, but I couldn't see what
boats were where.

I've heard stories of people chartering out of St. Thomas and wandering
the Spanish Virgins, but I've also heard it can be a long slog upwind to
get back home.... Obviously, I have no personal experience.

Think it's time to hit Ed Hamilton. They should know all the outfits:

Unfortunately, they closed the base. It was at Puerto del Rey Marina and was
the best-run charter operation I've experienced. Likewise, the SVI offer
great sailing. A little more adventursome than the BVI and much less
crowded. With the exception of weekends, when the PR "navy" moves in, we
were almost always the only boat in a given anchorage.

My guess is that the hullabaloo at Vieques put people off from trying the
SVI. More's the shame.

I don't know this company. There seems to be an implication that they are at
Puerto del Rey, but it's not clear. They certainly were not when I was there
three years ago.

I saw one crewed charter boat out of St. Thomas at Culebrita. (They were
leaving as we were arriving.) Culebrita is about the most eastern point in
the SVI, and it would be a solid day's beat to Charlotte Amalie from there.
