This is a formal Request For Discussion (RFD) on the subject of
creating an unmoderated Usenet newsgroup, rec.boats.cruising

This message begins a discussion period considering the creation of a
rec.boats.cruising newsgroup. Discussion should take place in
news.groups. All follow-up posts should be made to news.groups.

This is NOT a call for votes. A Call For Votes (CFV) will be posted
21 to 30 days from the date of this posting and will be conducted by
an independent third party.

This RFD is being cross-posted to:

CHARTER
========

The proposed unmoderated newsgroup rec.boats.cruising will be open to
discussions on all topics related to cruising in boats such as:
- cruising equipment
- cruising reports
- destinations: Including where to moor/anchor, restaurants to visit,
sights to see and where/how to provision
- discussion of long-distance passagemaking and related issues
- discussion on navigation
- requests for crews and for boats to crew on
- upcoming events, cruises, etc
- etc.

The proposed unmoderated newsgroup rec.boats.cruising will not be open
to for-sale postings. Appropriate advertisements should be directed
to rec.boats.marketplace

It is hoped that a FAQ will be developed.

RATIONALE
=========

Many informal discussions on splitting rec.boats have ebbed and flowed
for several years in that newsgroup. There seems to be a strong
concensus there to avoid splitting power boats and sail boats.
Recently, several sub-groups have been spun off from rec.boats, with
no reduction in rec.boats traffic which typically exceeds 100 posts a
day, there seems to be support for a subgroup on cruising, as long as
it avoids creating a power/sail split. The creation of
rec.boats.cruising will provide an acceptable subgroup in the
rec.boats hierarchy.

Just Replying should work if you are not reading this on a mailing list.

Your mail message should contain one of the following statements:
I vote YES on rec.boats.cruising
I vote NO on rec.boats.cruising
I vote ABSTAIN on rec.boats.cruising
I CANCEL my vote on rec.boats.cruising

Neither ABSTAIN nor CANCEL messages are counted as votes; they serve
only to cancel any previous vote. Abstentions are noted in the final
vote list, whereas CANCEL removes your vote from that list entirely.
(This is the only difference between the two.)

Anything else may be rejected by the automatic vote counting program. The
votetaker will respond to your received ballots with a personal acknowledge-
ment by mail - if you do not receive one within several days, try again.
It's your responsibility to make sure your vote is registered correctly.

If you later change your mind you may vote again; only your last valid
vote will count.

Standard Guidelines for voting apply: no more than one vote per person,
no more than one vote per account. If you attempt multiple votes or
other vote fraud, all your votes may be canceled and your name published.

The complete vote list will be posted with the vote result, including
how each person voted. Note that Usenet votes are not done by secret
ballot.

There will then be a five-day period during which the published vote
list may be corrected and any irregularities addressed. The
requirements for group creation are 100 more YES votes than NO votes,
and 2/3 of all counted votes being YES.
