The great paint debate will rage on ad nausium - but here's my
opinion...
In general terms, depending on the quality and level of finish (and
budget) you can use anything from latex house paint to a professionally
applied LP paint system. In between are the do-it-yourself level single
part poly paints such as Brightside by Interlux. Yes you should prime
and stabilize whatever's there first. You may even want to apply a coat
of epoxy and cloth to the hull. From the waterline up is the place for
the Brightside. Your paint dealer will probably be the best at advising
you what to use on the bottom down under. On the decks you can first
paint the entire deck "shiny" and then go back and tape off areas for
non-skid. You can buy non-skid material to dump right in the paint (mix
it well and keep mixing it well) or you can use fine white sand.
Of course you want to use all the good painting techniques such as
picking your weather (low humidity, low wind speed), use a tack cloth
before painting, use additives to make the paint flow out better, take
your time, have someone "spot" for you as you paint your hull - maybe
even get two people to paint and one to spot... this will allow you to
keep "a wet edge" and not miss any spots... and most important of all -
read and understand the directions on the can ;-)
Hope this helps
