Before you buy.
It does indeed sound terrible, but the reason I asked about the date was
that I thought it might be an April Fool by the paper. However, I don't
know if you have that custom in America (i.e. of doing practical jokes
on April the 1st.) They are not usually as sick as that but there have
been quite a few cases in the past when papers, radio stations and even
the BBC have done elaborate ones and caught a lot of people out.
However, as your article was published on April the 2nd it must be
serious. Have you tried contacting the authority responsible for the
park in question and asking them to confirm the story and then
registering a complaint/protest if it is true. It sounds a bit extreme
to send people to jail for trespassing whatever the circumstances. Is
that a normal punishment for such a minor crime in the states?

which lists it's use as "public hunting and fishing".
Looks like you'd need a local to call that (419) 424-5000 phone number
and find out the real deal.

BTW how long is hunting season in Ohio these days? I grew up in SE Ohio not
far from Marietta. I seem to recall that hunting season was only a week or
two long back in the '50s.
As for the fishing requirement, I have to agree, that requirement is pretty
ridiculous. I think I would buy a fishing license, get one of those tiny
Ronco fishing poles about 12" long and go bird watching anyway but not
during hunting season.
I suspect that the Wildlife area and its management is likely funded by
taxes on firearms and fishing gear. That's probably why they have the rule.
If I wanted to bird watch in the area I'm pretty sure I'm smart enough to do
it in such a way as to not arouse the ire of the park wardens, unless of
course I just wanted some attention and my name in the paper. BTW I am
absolutely certain that no one has ever strangled a woodchuck, at least not
for more than a second or two! ;)

The area closed to all activities except hunting and fishing is
actually a state wildlife area, not a state park as was misstated in
the news. The intended uses of each differ greatly. State wildlife
areas are NOT intended as public gathering places, picnicking areas,
places to run your dogs, etc. They are created for the protection and
enjoyment of wildlife, which naturally includes hunting, fishing AND
wildlife watching....and little else.
Over the course of the last couple decades, Milan became over-run by
undesirables. Significant crime, drug use, and conspicuous homosexual
behavior became the norm. Visitors to the wildlife area could expect
aggressive solicitations from the riff-raff. Many complaints were
filed over the years. Despite patrols, and no doubt many arrests, the
situation persisted. Finally the ODNR decided it was time to take
affirmative action.
The logic is that if you are carrying either a hunting or fishing
license and the appropriate equipment, you obviously belong there.
Unfortunately, anyone can carry a pair of binoculars and claim to be
birding, so birders have also been excluded.
Personally, I applaud the ODNR's action. Many states would have just
closed the area altogether, but Ohio chose the more difficult path.
Secondly, Milan WA is not a particularly productive birding area
anyway. There are many far superior birding locations within a 30 mile
radius. Third, what unarmed birder in their right mind would even want
to risk venturing into there? I am certain the new restrictions will
inconvenience only a very few birders.
Finally, while the trespassing laws threaten jail, according to the
ODNR rep., nobody has thus far done any time. Typically only a $25
fine is levied. Its the same old song and dance, if you want
sensation, watch the local news, if you want the facts, seek them
elsewhere. I hope this has helped to clear up the misconceptions on
this issue, especially from across the pond :-)

match to a humans abilities...
I still think it is quite disgusting though the way it was
portrayed in the article Eleanor quoted, "strangling baby
