Yes, Kalloy is a company. Taiwan. They do make a good number of OE
components as well as their own Uno line. I would say that just the
quill was made by Kalloy. It would be more economical to out source that
as well as the stem bolt. Most if not all companies probably
do not make their own quill.

As others have pointed out, Kalloy is a company.

They also make a lot of parts for other manufacturers, so it is quite
likely that you have a Syncros part made by Kalloy. For instance Kalloy
makes the Ritchey seatposts (and maybe handlebars and stems too).

The modern Kalloy parts that I've owned have generally been very nice
for the price. Older Kalloy parts don't always have the nicest finish,
but they work. $25 is normally about what their stems cost retail.
