If by "paraffin" you're using it to mean what I would call "kerosene" or
"Diesel fuel" then probably. I'd try something silicone based first,
that has no effect on rubber.

My bad. It is really paraffin wax.
The container in which it came says that it is "For canning, candlemaking,
and many other uses".

No, paraffin wax wont rot the rubber, it will however assist in the
tyre's untimely removal. Find other solutions to easing a tyre onto a
rim which do not include lubricants which hang around.
