Pretty slick.

Although the pro bike thieves will probably adapt to it's
limitations, I'm guessing the average moron is gonna get caught.

As much as I love my bike and as much as I would like to kick the guy's
ass that tried to steal it, EXECUTED? Maybe you meant prosecuted?

I was only partly observing so I assumed that I missed something.

Sure. And one sure way to prevent recidivism is to kill the fucker.
But it seems a bit extreme in this case. Maybe a simple caning...

Whereas if we had a dole, he might never have resorted to property
crime to begin with. It's cheaper than criminal justice as currently
practiced, too.

Shackle him to a Huffy for a month or two. He'll never want to go
near a bike again.

I'd go for a modification of the Mid-East tradition.

But instead of cutting off a hand - which would render the guy
unable to earn a living... I'd just cut off one joint from the
pinkey of the non-dominant hand and work back for repeat
offenders.

Then when we see a guy with only three fingers left, we know
what's up... -)

There are lots of problems with our current CJ system, but I don't think a "dole" will cure bike theft. As I understand, Netherlands has a good unemployment safety net. But Amsterdam bike theft, last I heard, was epic.

The problem is not whether people have enough money to get what they really need. The problem is whether they have enough to get what they want. Some people never stop wanting more, whether they're corporate CEOs or bike thieves. It's very tough to make such people play by the rules.
