I would not. You, as an adult, certainly could but stems are not that
expensive.

You will need (26.4-26.0)/2 or 0.2mm material if you are hellbent on that
method.

Well, maybe, but again why not just get a stem? If you prefer the classic
look there are new 26.0 Italian ones but if you are a weight weenie the
new CrMo stems are pretty impressive at around the same price. $40~50
should do it.

You may still be able to find some old Cinelli 26.4 bars in bike shops.

But I make it a point to check the tightness of the clamping bolt every few
rides because I don't ever want the bars to rotate.
Can still find bars of 26.4mm or change to a 26mm XA stem and get any bars.
Would not 'can' shim, never a long term solution.
