the Military and probably exists in the Police. The feeling of
belonging to a group that outsiders don't understand and don't treat
well.
Can you imagine the thought process of a Cop who sees a car with a
Black driver doing something wrong? "If I try to stop him and there is
an altercation, and there probably will be, and he gets hurt, I may
lose my job".... "What Car? I didn't see no car!"
Or in your example, "A car with a bunch of black guys... with guns"?
What car, 'dint see no car!"

your house and the News trumpeting the "news" about the poor,
improvised, chap - he was kind to his mother and loved his sisters -

In contrast the news here had it, in the last week, or so, that a
bloke attempted to rob a Gold Shop. The owner pulled out a gun and
shot the thief. No mention of any investigation :-)
