Increasing the diameter of one's head by about 2 inches is enough to
result in unintentionally banging it into solid objects that would be
avoided bare-headed.

No problem. The technology necessary to shrink your head has been
available for centuries:
<http://en.wikipedia.org/wiki/Shrunken_head>
<http://bizarrelabs.com/shrunken.htm>
<http://www.head-hunter.com/prep.html>
The combination of shrinking your head and wearing a bicycling helmet
should improve the probability of surviving a head injury (i.e.
smaller target).

Not my helmet... Tom's helmet. Replace his with a smaller childs
helmet. Head shrinking will also result in a loss of brain capacity
but I don't think he'll notice.

I have an XL sized head, that is relatively rectangular in cross-section
(as I learned shopping for lids).

Yeah, that's a problem. However, there are probably custom bicycle
and motorcycle helmets available, which can probably be made to fit.
<http://jimbird.net/index.php/showcase/item/1-custom-fit-bicycle-helmet>\

If that's too expensive, a padded cardboard box will probably suffice.
Just temporarily place a plastic bag over your head, followed by a
cardboard box. Inject expanding urethane foam into the gap. Extract
your head after the foam hardens. Remove box and shape the foam to
the proper thickness. Cover with with clear shrink package wrap. It
may not be CPSC approved or Snell certified, but it should work.

The fluorocarbon outgas products while the foam sets around
your head is a bonus, right?

Yeah, that's a problem. The replace expanding urethane foam with NOP
(natural oil polyols) veggie based polyurethane:
<http://www.greenbuildingsupply.com/utility/showArticle/?objectID=223>
<http://en.wikipedia.org/wiki/Natural_oil_polyols>
No CFL's or VOC's. The gas generated are aldehydes, which smell
something like rotting fruit or overheated soybean oil. Somehow, I
suspect this won't be much of an improvement over CFL's except that
aldehydes won't deplete the ozone layer.

Actually, I found a Snell 2010M certified lid that fits perfectly for
$129 [1]. Only downsides are:

- Relatively noisy above 50 kph,
- Made in mainland China,
- Sold by Bell. :(

And yes, I have banged my head into things like light poles [2] and
doorways that I would have avoided bare-headed.

[1] Almost a "throw-in" with scooter purchase.
[2] Useful as a locking point.
