tire size range for a given size rim?

Sheldons tire sizing chart doesnt help me on this, maybe someone here
can.

Aside from frame constraints, what is the range of tire sizes that can
fit on a 700c rim? For example I have a 700c x 40 tire on the back of
my hybrid and a 700c x 38 on the front..same size rim ..(dont know
what size it is, should I suppose its a 35, 37? A good second question
would be where and how do I measure it to find out)

How wide a tire can safely go on a, lets say 23 road wheel?

Are there some rules of thumb floating around?

When you are talking 700c tires, there is no problem, the widest tires still
aren't that much wider than the rims.

Look at MTB tires for a comparison, you may have over an inch difference
between tire and rim. What I have found on MTB tires is you need to make
sure the tire is seated evenly, and don't get any talc or other slippery
stuff on the rim bead, or the tire may blow off the rim.

It depends upon the width compatibility of the particular rim. 700C
rims can come in different widths.

Take a steel rule or set of verniers and measure the internal rim
width from seating bead to seating bead in mm. Then refer to the chart
on Sheldon's site which refers to the maximum and minimum tyre widths
recommended as safe from pinchflat or blowout for that rim's bead
width.

Sheldon's chart is an English translation of that compiled by Georg
Boerger on his excellent site.

For instance my 10 year old 700C single wall Araya rims have an inner
seating bead of 15mm indicating that I can safely use any width tyre
between a 23C to a 32C inclusive on that rim. Georg's experience based
chart actually elaborates further inferring that a 20C could possibly
be used, although it would be a matter of suck it and see and is not
recommended. An 18C would almost certainly lead to catastrophe on that
rim.

Another consideration if you are fitting at either end of the min//max
spectrum. All brand stated tyre widths aren't necessarily equal,
although the stated width today is more standardised and likely to
resemble accurately that which is stated on the carcass than it did a
few years ago. eg: My Panaracer Tecnova II's which originally came
with my bike were annotated as a 25C, yet in actuality they were
narrower and sporting a higher profile than for instance a set of
contemporary 23C Michelin Axial Bi-Sports.
