Found out that the Welgo pedals only use cleats that sort of 'look' like
Looks, and that the Performance Forte pedals claim Look compatibility, but
it's only in terms of the bolt pattern on the cleats. The cleats themselves
don't work across makes.
It seems that Look was quite successful in defending its patent - at best
the copy cats can emulate but not outright copy.
That said, I know that Shimano produced pedals under Look license, so the
cleats are fully compatible, but are Campagnolo pedals truly Look compatible
in all respects as far as cleats go?
The older Campagnolo pedals were also made under license, as were the
Shimano pedals. They are, therefore, fully Look-compatible.
The Campagnolo Pro-fit pedals use the same bolt pattern, but the actual
cleats are kind of a cross between Look and SPD-R.

I think those Campy-branded look pedals were actually manufactured by LOOK, so
the cleats should be identical with LOOK pedals of the same vintage.
You can buy real LOOK cleats mail order inc. the mounting hardware for
only$8/pair. Forget the brand X stuff the bike shops sell.
Some strange is going on here. Those Exus cleats are pretty standard, I use
them in just about every type of Look and Shimano pedal ranging from the old
black and white ones to the 7401's like Lance uses to some of the more modern
Looks.
I sometimes I use the real Look cleats but most often the Exus, I have never
noticed any difference.

On the 10-12 or so sets I used, the Exus seemed to be a slightly snugger fit
when new, good for use at the track.
Either a pedal problem, defective Exus cleat, or is there a variant which is a
"close but no cigar" fit in the "looks like Look" pedal panoply? --Tom Paterson
While the Exus pedal is "sort of compatible" as you note well above,
Campagnolo and Shimano bought the Look pedals from Look (Close inspection
will show "Made in France"). Both tired of paying Look and went on to
proprietary designs.

Exus discontinued the E1 pedal, which was a true Look-compatible pedal,

The E1 has been replaced by the E7 and E12, which use a different cleat
(the E-ARC2). This is essentially the same pedal as the Nashbar Ventoux
road pedal, made by Wellgo.
Older Exus E-BLK or E-ARC1 cleats, which will work in Look pedals are
still available.
The ones with the straight bits will go into a Look pedal, but pull out with
little or no resistance - at least from my experience.......

Thanks for clarifying this issue. Next time I buy cleats I will keep my eye
open to make sure I get the right ones.

Pre-ProFit, they were. The lower end ones were made by LOOK and the Record ones
had a Campagnolo produced spindle/bearing set, but they were LOOK pedals. Not
now tho-cannot use LOOK cleats with ProFit pedals.
