Wow, are they going to fill the gap with spray foam? $11.5M seems pretty cheap for replacing a mountainside and roadway.

You're not up on highway construction methods. We had the same thing on Redwood Rd. And they drilled sideways into the mountain side then put concrete pillars both horizontal and vertical and lade a VERY heavy concrete roadway. I expected to see movement around this area but while on either side within 300 yards there is motion, there is absolutely no movement at all at what used to be a total washout. And STILL they are taking no actions about the heavy trucks using that road which is a "no trucks" road which caused the original failure. They did the same thing on Palomares road though it wasn't as difficult since the road there washed out above the road and they only had to build the road up down to the creek bed 30 feet below and strengthen the slide area above. Wonderful stuff reinforced concrete.

You can spend $2M on an EIS. Or $6M on a bike bridge, e.g. https://www.portland.gov/sites/default/files/2020-05/flanders_crossing_feasibility_study.pdf. $11M for that project seems like wishful thinking.

First segment? Wow, 'starting to lay track' after only $80.3
billion over six years is pathetic.

Out here in the real world, $80,300,000,000.00 is real
money. In California it's merely a 'demonstration project'
with no use, benefit or even any functional aspect. I note
also that even at this late date no one is claiming any plan
to actually connect to SF or to LA which was the original
scheme.

Not is that has been spent on land acquisition or right to.

That is pretty much anywhere built up.
