CXO 02/248 60R OBST TOWER 715 (485 AGL) 8.04 SSE LGTS OTS (ASR
1206284) TIL 0803100052

Check my translation:
FSS = CXO
60R = is the airport code
OBST TOWER 715 (485 AGL) = obstacle tower 715 MSL
8.04 SSE = location of the tower 8.04 NM SSE
LGTS OTS = I'm guessing OTS means lights "out of service"?
(ASR1206284) TIL 0803100052= I can't decode this at all...

ASR is the "antenna registration number" - unimportant. TIL is "until" the
date (year, month, day) and time, in this case 0052 Zulu on March 10, 2008.
The FAA order 7930.2L on NOTAMs is at:

http://www.faa.gov/airports_airtraffic/air_traffic/publications/at_orders/media/Basic7930.2L.pdf

Aren't ground distances always statue miles?

The ISP that the FAA uses charges them by the byte so they don't want
to use too many extra bytes. Now they think they are cool because
METARs look like teenager's text messages.
