Does anyone know of any Clubs/Commercial operations around the Lisbon
area?

Yes, there are year-round operations at Sintra (near Lisbon) and Évora, and
seasonal ops at Bragança, Seia, Covilhã, Aveiro, Castelo Branco and

Does Portuguese ANA honour American and Brazilian glider pilot licenses?

Francisco's post was from 2005, so he won't reply, but:
As a general rule, if you want to fly an EU glider you need either a EU licence or a validation of your foreign licence from the local authority which should accept any ICAO country's licence with a bit of paperwork (can take weeks, for example in Germany). If you want to fly a glider from the same country as your licence, you can always do that in any ICAO country.

And don't forget, in an EU country you'll need a medical certificate
(not needed for gliding in the USA).
