Newsgroups line:
rec.aviation.balloon Discussion of lighter than air aviation.
This is a formal request for discussion of the creation of the
newsgroup rec.aviation.balloon. Discussion and follow-up
should take place in news.groups.
CHANGES from previous RFD:
Reinstated ban on commercial advertising to bring the group in line with
its peers.
RATIONALE: rec.aviation.balloon
There are over 10,000 balloon pilots around the world and many others
who are fascinated by the sight of balloons. It's time man's first
means of flight has its own newsgroup. The ballooning community is
presently served by a mailing list <bal...@lboro.ac.uk> that has over
900 members and posts sometime exceed 50 per day. In order to reach a
wider audience a newsgroup is needed.
CHARTER: rec.aviation.balloon
The newsgroup will be open to the discussion of all topics directly
related to hot air or gas balloons and airships such as:
-operation, safety and maintenance
-related equipment and accessories
-weather
-groups and associations
-flying events
-flying sites
Commercial messages are not allowed, however pointers to commercial
activities in short (less than 6 lines) signature lines are acceptable.
Individuals making one-time sales of balloon-specific equipment are
welcome to post 1 or 2 messages for each sale. Please put FS: in the
subject and state where the equipment is located.
Messages that are not specific to ballooning should not be posted to
rec.aviation.balloon - use a more general interest aviation newsgroup
or other newsgroup instead.
Those using rec.aviation.balloon are asked to keep their messages
on-topic and of interest to the majority of the people reading the
newsgroup. Expression of personal disagreements has no place in
this public forum.
Not allowed:
Commercial messages, off-topic messages, excessively crossposted
messages, binary files, blatantly offensive language, pornographic or
lewd materials.
END CHARTER.
PROCEDURE:
This is a request for discussion, not a call for votes. In this phase,
potential problems with the proposal should be raised. The discussion
will continue for a minimum of 21 days, starting from the time this RFD
is posted to news.announce.newgroups. After that, a Call For Votes (CFV)
may be posted by a neutral vote taker if the discussion warrants it.
Please do not attempt to vote until this happens.
All discussion of this proposal should be posted to news.groups.
This notice will be cross posted to the following groups:
news.announce.newgroups
news.groups
rec.aviation
rec.aviation.announce
rec.aviation.misc
rec.aviation.owning
rec.aviation.piloting
rec.aviation.soaring
rec.aviation.ultralight

FIRST CALL FOR VOTES (of 2)
unmoderated group rec.aviation.balloon
This CFV is to be distributed only by the votetaker. It is not to be
posted to newsgroups, or mailed to mailing lists or individuals, except by
the votetaker. Ballots or CFVs provided by anyone else will be invalid.
Newsgroups line:
rec.aviation.balloon Hot air and gas balloons and airships.
Votes must be received by 23:59:59 UTC, 7 Oct 1997.
This vote is being conducted by a neutral third party. Questions
about the proposed group should be directed to the proponent.
Proponent: Bruce Boatman <nmho...@flash.net>
Votetaker: Neil Crellin <ne...@stanford.edu>
RATIONALE: rec.aviation.balloon
CHARTER: rec.aviation.balloon
END CHARTER.
IMPORTANT VOTING PROCEDURE NOTES: READ THIS BEFORE VOTING
Standard Guidelines for voting apply. One vote per person, one account
per voter. Votes must be mailed directly from the voter to the votetaker.
Anonymous, forwarded or proxy votes are not valid. Votes mailed by
WWW/HTML/CGI forms are considered to be anonymous votes.
Vote counting is automated. Failure to follow these directions may
mean that your vote does not get counted. If you do not receive an
acknowledgment of your vote within three days contact the votetaker
about the problem. It's your responsibility to make sure your vote
is registered correctly. Duplicate votes are resolved in favor of
the most recent valid vote. Addresses and votes of all voters will
be published in the final voting results post.
The purpose of a Usenet vote is to determine the genuine interest of
persons who would read a proposed newsgroup. Soliciting votes from
disinterested parties defeats this purpose. Please do not distribute
this CFV. If you must, direct people to the official CFV as posted
to news.announce.newgroups. Distributing pre-marked or otherwise
edited copies of this CFV is generally considered to be vote fraud.
When in doubt, ask the votetaker.
HOW TO VOTE:
Extract the ballot from the CFV by deleting everything before and after
the "BEGINNING OF BALLOT" and "END OF BALLOT" lines. Don't worry about
the spacing of the columns or any quote characters (">") that your
reply inserts. Please, DO NOT send the entire CFV back to me!
Fill in the ballot as shown below. Please provde your REAL NAME and
indicate your desired vote in the appropriate locations inside the ballot.
When finished, MAIL the ballot to: < vot...@uvv.stanford.edu >
Just "replying" to this message should work, but check the "To:" line.
Examples of how to properly indicate your vote:
[ YES ] example.yes.vote
[ NO ] example.no.vote
[ ABSTAIN ] example.abstention
[ CANCEL ] example.cancellation
DO NOT modify, alter or delete any information in this ballot!
If you do, the voting software will probably reject your ballot.
If these instructions are unclear, please consult the Introduction to
Usenet Voting or the Usenet Voting FAQ at http://www.stanford.edu/~neilc/uvv.
