Chartreading question - VOR, VOR/DME, VORTAC

I have been looking over an NOAA sectional chart, and have never noticed
this before, but:

Looking at VORs, I see that there are three symbols - VOR, VORTAC, and
VOR-DME. Near each symbol is a blue box with frequency information in
it. Sometimes the box says "VOR, VORTAC, or VOR-DME" above it, sometimes
it doesn't.
Anyone know why this is? (I don't have my books with me..)
