How does a vacuum regulator work?

I am still having problems with the vacuum system in my TR182. In general,
the vacuum directly tracks with manifold pressure, so in cruise flight it
drops down to around 3 inches, instead of maintaining the approximately 5
inches required, the pump has been replaced and is fine. The AH is
ineffective, I assume because of the reduced the, but the DG appears to work
flawlessly. Recent discussions have led me to believe the problem may lie in
the vacuum regulator. Does this make sense?

Go to Google.com. Use their "avanced groups search" to find
previous postings on "rec.aviation.*" containg the words
"vacuum regulator". I have described my experiences with
my regulator...
