Is it an acronym for something? Are all of the air hoses under the
cowling scat hoses, or just the cabin heater hoses? Does it refer to the
function they perform, or the type of material they're made out of, or
what?

SCAT
: Is it an acronym for something?
xxAIR TUBE can't remember what the xx are
SCAT = red = high temperature
CAT = black = low temperature.
It comes in several foot lengths, wire reinforced inside.
You cut it to fit.
Some such tubes are sold by pn for the application and have
the ends pre-finished.
Most air tubes in the engine compartment should be scat.
Air vents and heater outputs in the cabin are ususally cat.

From the Aircraft Spurce & Specialty Catalog (lots of good info):
Flexible Ducting:
"CAT" - hot or cold air duccting, made of single ply black
neoprene-impregnated fiberglass with a spiral copper-coated steel wire
inside wrapped with fiberglass cord on the outside. Temp. range -65F -
300F.
"SCAT" - same construction as "CAT", except with red silicone rubber
impregnation. Temp. range -80F - 450F
"CEET" - Two plies of neoprene-impregnated fiberglass, similar to "CAT"
except wire between plies. Temp. range -65F - 350F.
"SCEET" - Two plies of silicone rubber-impregnated fiberglass, similar
to "SCAT" except wire between plies. Temp. range -80F - 500F.

I agree in part. You know what a pilot relief tube is, of course.
Well that only works for liquid waste. If you're on a long flight and
have to take a dump, the only way to accomplish it is by having a scat
hose shoved up your... Oh never mind. It's not worth it.
