From the experience I have had with the ATC sims, that card is
definately the problem. Without it, you essentially have no "area" to
fly in. I have no idea why there is still one VOR in the system, but
maybe it is the default.

I would suggest starting with an FBO or someone who operates that sim.
I am sure that they will need periodic maintenance, and may be able to
direct you to some place that sells modules or services the sim. I am
virtually certain that the missing card is your problem with the
navigation end of it though.

ATC is now located in the Los Angles area and is still alive and well
despite their outdated products. I don't have a phone number at my

I've used a an ATC simulator at an FBO. Unlike P.C. based simulators,
and much to my surprise, the transponder code and/or tower frequency printed
on the special ATC "approach plates" actually does matter. (This was after
"flying" around for 5 minutes, and not getting sensible behavior from the
VOR indicator).
The transponder code "programs" the ATC simulator for the approach you want
to execute. It doesn't really understand geography or radio wave propagation
the way most modern simulators do. The VOR "frequency" may not do anything
at all.
One approach you might take is to go find an ATC simulator installed
at an FBO and use it for a while.. It's a lot cruder than you
may think that it is.
