And why now? The LRA has been raping and pillaging across Central Africa
for 20 years. What, besides a widely-ignored 2010 law, compelled
Washington to try again to defeat the group?

The 2010 law required the President to create an "inter-agency
strategy". That could easily take the civil servants a year by itself.
This war is not running on practical time-scales.

Will the USA be able to mobilise sufficient local troops for a Libya
style war?
