Is there some standard figure for X cents per mile for driving costs? Some
magic figure that includes costs for the car loan, insurance, fuel, taxes,
maintenance, ad nausium?
Some friends and myself were trying to guess this cost and came up with
something like $0.20 to $0.30 per mile. Is this reasonable?

According to the IRS, I think you can now deduct $0.27/mile for
business expenses. (I'm not sure on .27 - it might be off a few pennies.)
This is supposed to be the average cost per mile, everything included.

Hertz Car Rental publishes figures yearly, and the last I
remember seeing were around just over $0.50/mile. This includes
all costs including depreciation, insurance...

Well, it depends on how much you drive.
Insurance and depreciation include a significant fixed component
plus a component that varies by the mile.
Tax and license don't vary by the mile. Nor do financing expenses,
unless you have a leasing arrangement with a mileage cap and you
exceed the cap.
Fuel varies by the mile.
Maintenance varies by the mile above a certain threshold (for example,
change the oil every 3000 miles), but is fixed below the threshold
(change the oil every 3 months).
So perhaps it should really be:
1. How much does it cost to own the car (car price, financing, tax,
license, base insurance, base depreciation, base maintenance (if below
threshold mileage)) for a given time period?
2. How much does it cost to drive the car (variable insurance,
variable depreciation, fuel, maintenance (if above threshold
mileage)) a given number of miles?
I just checked my R&T and they only publish those results when they finish
a long term test on a car, not during periodic updates.
MotorWeek 91, a Maryland public Television broadcast, which is given to
many associate public TV stations, always reviews the cost/mile of their long
term test cars. They also will compare that to general cost/mile of
that type of vehicle, i.e. SUV, sports car, luxury car, etc. Their address
(in part, I forget the zip) is MotorWeek '91, Owings Mills Maryland. I am
sure they could come up with a list of cost/mile figures for various
vehicles as well as their 'standard' figures.
In England, _What Car?_ magazine publishes a cost per mile for all
cars currently available in the UK. This is based on depreciation, fuel,
insurance, servicing etc.
It seems to run from about 40 pence sterling for a medium family car
(Vauxhall Cavalier, Ford Sierra) to about 1.10 pounds for a large BMW or
Mercedes.
I can photocopy the data section which these figures appear in if
you wanna send me a snailmail address. Or I can e-mail/post data for
particular models you might be interested in (provided they are available!).

AAA recently upped the "average" cost of operating a new car at $0.39 per mile.
Uncle Sam allows something like $0.24 or $0.27 per mile to a point then $0.11 for
excessive mileage... but this is likely to increase.
Actual costs will vary widely based upon a number of factors including:
Price of the car (figuring depreciation & interest on investment)
How long you own the car
How much you drive the car
Maintenance
Insurance factors
Economy
By far, the largest contributor to AAA's $0.39 is depreciation and interest on investment
accounting for something like 70% of that figure. This figure is also the one that varys
the most... approaching $2.00 per mile for some higher-priced specialty & luxury cars.
This also illustrates that a new car is absolutely ABYSMAL in terms of an investment...

To minimize actual cost per mile, do the following in likely order of their influence.
1. Buy an inexpensive used car that has been depreciated (>5 yr)... Yeah, this is'nt
the most fun way to go and I admit hypocracy here.
2. Avoid financing the car.
3. Drive it forever... or at least until maintenance/repairs become excessive (somewhat
subjective).
4. Carry only "liability" and "uninsured motorist" insurance coverage... Do not carry
collision unless you're a very poor driver.
5. In your selection of the car, find one that gets better than average fuel economy.
As always, your mileage may vary.

Motorweek's figures are for "operating costs" only, i.e. gas, oil, and repairs.
Their figure is typically under 10 cents/mile. They do not include insurance,
purchase price, depreciation, etc., and so are not accurate reflections of the
cost of owning a car. It _is_ a good comparison of "out-of-pocket" costs for
different types of vehicles.
